11 STATES PASS LAWS ON HIGH PERFORMANCE CONDUCTORS IN 2025
Washington, D.C., August 27, 2025 – State lawmakers across the country have advanced a wave of policies supporting High Performance Conductors (HPCs) in 2025. These technologies are cost-effective and can help meet surging electricity demand quickly by better utilizing existing transmission infrastructure and increasing the power density of existing corridors. HPCs have been successfully deployed across the U.S. and around the world to unlock additional grid capacity, lower congestion costs, and improve overall system reliability.
High Performance Conductors (HPCs) is a term that encompasses modern conductor technologies which have greater performance characteristics when compared to traditional conductors, including increased capacity, higher efficiency, and less thermal sag. HPCs include carbon fiber / composite core conductors and superconductors.
11 states lead the way on 2025 legislative progress:
New mexico, Utah, Indiana, South Carolina, ohio, montana, virginia, Oregon, Connecticut, louisiana, and Delaware
Building on strong state legislative momentum from 2024, the 2025 session has already delivered major advancements for HPCs. Legislation for HPCs has been introduced in at least 18 states, with new laws signed in 11 states as of August 2025.
